PROTEI HLR contains the permanent subscriber data register with entries for each and every subscriber within a mobile network. It contains static and permanent information about a subscriber (e.g. subscriber status, service subscriptions, supplementary services, permissions etc.). The HLR works as the central location to route calls within the respective mobile operator’s network. Most of the administrative activities regarding the subscribers are controlled and centralized around the HLR. The Authentication Centre (AuC) is integrated to PROTEI HLR to provide more efficient and effective mobile network design. Thus PROTEI HLR contains authentication information as well. It also forwards the charging information to the billing center.

 

PROTEI Home Location Register that is developed in strict accordance with ETSI

3GPP standards gives the Operator unique possibility to obtain a long-term storage of information about its subscribers containing pertinent user information, including address, account status, and preferences.

 

PROTEI Home Location Register  is  a  cost-effective,  high  performance  and scalable solution to suit both -new and existing mobile operators, mobile virtual network  operators  (MVNO),  service-and  content  providers. 

 

PROTEI Home Location Register scalable architecture and flexible throughput licensing enables an operator or provider to select a solution that not only mirrors the revenue stream of today, but can be used to meet operator tomorrow's needs.

 

PROTEI Home Location Register is a central database that contains details of each mobile phone subscriber that is authorized to use the GSM core network. PROTEI HLR contains user information such as account information, account status, user preferences, features subscribed to by the user, user’s current location, etc. The data stored in HLR for the different types of networks is similar but does differ in some details.

PROTEI HLR is used by the Mobile Switching Centers (MSCs) to originate and deliver arriving mobile calls.

The main function of the PROTEI HLR is to manage the fact that SIMs and phones move around a lot. The following procedures are implemented to deal with this:

 

-Manage the mobility of subscribers by means of updating their position in administrative areas called 'location areas', which are identified with a LAC. The action of a user of moving from one LA to another is followed by the HLR with a Location area update procedure.

-Send the subscriber data to a VLR or SGSN when a subscriber first roams there.

-Broker between the GMSC or SMSC and the subscriber's current VLR in order to allow incoming calls or text messages to be delivered.

-Remove subscriber data from the previous VLR when a subscriber has roamed away from it.

 

PROTEI Authentication Centre (AuC) stores data for each mobile subscriber to allow the International Mobile Subscriber Identity (IMSI) to be authenticated and to allow communication over the radio path between the mobile station and the network to  be  ciphered.  The AuC  transmits  the  data  needed  for authentication and ciphering via PROTEI HLR to the VLR, MSC and SGSN which need to authenticate a mobile station.

 

The AuC from PROTEI is a function to authenticate each SIM card that attempts to connect to the GSM core network. Once the authentication is successful, PROTEI HLR is allowed to manage the SIM and services described above. An encryption key is also generated that is subsequently used to encrypt all wireless communications (voice, SMS, etc.) between the mobile phone and the GSM core network. If the authentication fails, then no services are possible from that particular combination of SIM card and mobile phone operator attempted.

COMP v3 and MileNage encryption algorithms are supported.
